12v solar panel charging 3 cell phones circuit?

that essentially enables one solar panel 12v to provide charging voltage to multiple appliances, in this case phones rated at 3.2v. I can only think of a voltage divider. but is it efficient?

Actually, the above voltage should be 3.6v instead of 3.2. We're looking at 3 nimh rechargeable batteries....
