12volt to 24 volt

I have a 12 volt panel and want to trickle charge a 24 volt battery pack, what would be the best way of doing this,  I thought of two solar regulators wired up to the one panel to charge both batterys at the same time or some kind of voltage converter 12 to 24 volts?

I think it depends a lot on what power level you're talking of, and how handy you are at electronics, but what you need is a boost converter. Of course, if it's only a little cheap solar panel, several watts, obvious solution is to buy a second panel. If the 24 volts isn't being used while you're charging, a two pole switch to put the batteries in parallel to charge might be an option also.
