24V 15-20 watts solar cell

I am having a tough time finding a Photovoltaic cell to a 24 VDC power source somewhere between 15-20 watts. Does anyone know of a cost effective source?

Try Harbor Freight. Many solar panels with lots of prices. Go online to them and psint a coupon out for the items on sale and if lucky, they will have what you are looking for. Take coupon in and buy at a lower price.

Are you saying that all you can find are 12VDC but you're looking for 24VDC?  If that's the case then you can always wire two 12V panels in series to make 24VDC.....
