I can offer a few thoughts...
First, both of these machines are induction generators and require utility power to operate, most commonly in net-metered installations. The 1800 is 120VAC unit; the 4 kW is 240V.
The 1800 used a hydraulic brake. It is on the upwind end (away from the blades), and can be manually released by depressing the valve on the top with a screwdriver. This should allow it to turn in the normal direction of rotation. If it won't budge in either direction, it is probably gearbox related. In either case an out of balance rotor is not the cause.
The 4 kW is a better size for the "average home", and the tower is a plus. My feeling is the prices in both cases are too high. We recently took down an 80' guyed tower with a 4 kW for salvage value only. Keep in mind that you may have to factor in the cost of a crane unless you have rigging gear. You should be able to negotiate a considerably lower price.
These units are relatively simple mechanicsally and electrically, and parts are available still. I can get you some sources if you need parts.
