Almost the last thing a windmill should be subjected to is automatic and resetting shorting based purely on wind speed.
Shorting is physically and electrically violent.
I can not think of any reason that device would be necessary or desirable, for anything at all.
Maybe a Star/IRP (formerly known as Star/Jerry) switch, but there has to be a simpler method. And cheaper.
