I haven't enough information to understand your problem.
You should be able to programme the inverter cut in voltage. Assuming the turbine is capable of voltages in the right region then it should start when there is enough wind. If it never gets to inverter cut in volts then you have a problem.
There is nothing magical about cut in at 3.1m/s, it should just happen when there is enough wind to give the required volts. If the turbine is far too low in voltage or the inverter is programmed wrongly then this may come at a much higher wind speed. There won't be a lot of energy in that swept area at 3.1m/s anyway.
You need the voltage figures for the turbine and the inverter programme limits to sort the issue. I have access to neither and I don't know if you have the lower voltage N American SMA inverter or the European one that works in the 350 to 500v region.
