No.  You have only 2.3 cubic feet per second, and that monster will need much more flow to even turn it.   There is a floor, and your resource is well beneath the lower limit for this unit, I am pretty sure.  You cain't beat the price, though.  If I was anywhere near central calif I'd be bidding on it, in hopes of finding some way to make it work- like, fill-and-draw impounding of the water resource at elevation.  You'd get power in spurts.

Thanks, that's what I was afraid of. I'm just guessing on the 1000gpm part

It really is worth your time to evaluate your available flow.  With that much head you'd do well with a small pelton impulse turbine; there is a link to calculators elsewhere in this hydro section
