Using flagpole for turbine tower

We happened upon this 30ft tall flagpole on our property near Soledad, California. Seems almost perfect for a wind energy tower.

Now, we aren't about to weld footholds onto the pole, nor do I want to climb up a 30 ft ladder, seems dangerous.
Is there a way to mount this flag pole to some sort of hinged base, so that we can raise and lower the flagpole itself and both build and service the turbine over its lifetime?

What is the latest in hinged base technology? Would certainly need a cabled pulley system to lower it and raise it too.

a flagpole is probably not the best item to be using for a tower.  unless the turbine is of micro size.  even then, i'd guy it out in four directions. 

as for hinges...  the best and greatest of new technology is the old pipe over pipe hinge if you ask me.

A flag pole would not be appropriate without guy wires.
I aint skeerd of nuthin.......Holy Crap! What was that!!!!!
