It looks you have a wincharger with a diy passive blade pitchcontrol.
That will never work.
If you make the original propeller on it , you have energy.
There is people who have that generator , I am sure they will give you the prop dimensions.

I have seen pictures of winchargers from the factory with that type of brake, my grandfathers was like that.
