What is this tool?

adobejoe:
Trying to figure what this is used for.

1. a measuring/level tool in construction
2. a leatherworking hook, for saddles.
3. a rug weaving tool
4. a pool stick end attacher
5. a sink stopper hanger

Any other ideas?

It sat "Pat Applied for" and looks pretty old

Spring attachment tool, hooked end lets you pull the spring back and hook it...

Simen:
I am guessing - one of three hooks from a rope twister machine, that twists twine into rope...

But - those 'wings', seems to be made to fit between brick-joints in a wall?

If it is a hand tool, i'd say it's missing a wooden handle around those wings...

frackers:
My first thought was a rebar wire twister tool but the hooks on them are tapered so the wire doesn't get stuck on the hook.

My second thought was I dunno!!

Frank S:
Try the tip of a curtain or awning winder
it would be inserted in the end of a long pole with a crank on the other end then used to capture a loop in the winding gear to close /open the curtains or awnings
