To send power to the grid, a grid tied inverter is needed... this is the only way to do that. Most that have tried that say its not worth it. There are issues with the battery bank.

... there is no requirement or need to have a battery in order to grid tie your own generation.
Red tape issue, it is no technology issue. Basically the power companies don't allow it, because in principle you could charge a large battery bank during cheap off peak hours, then sell back during peak pricing. Even though residential doesn't use this scheme.
Basically they want to cripple you as much as possible, even in the so called friendly to renewable areas.
Grid tie with battery inverters are more expensive due to the added circuitry but not by too much.
