Looks like a pretty thin walled barrel your cutting on there. I'm going to have to agree with Ungrounded Lightning Rod on this too. you don't have enough Length screwed down there. Maybe if the hub end of the blades were pointed and mounted toward the center more and get it screwed down a coupla more times along the length of the blade where it's touching the hub.
The blades look so thin that they can't even hold thier own weight up. Not to mention a 25 mph wind Bending them back to the point that they are not effective anymore.
I don't know if you know the first rule of wind power, but you are discovering it
Rule #1 - When you put up your wind turbine, there will be 3 days of no wind.
