Warming controller with capacitors to windpower

I have been testing to find cheap, reliable and simple solution, to suite for every place.
Now there is a solution;
http://translate.google.fi/translate?sl=fi&tl=en&js=n&prev=_t&hl=fi&ie=UTF-8&layout=2&eotf=1&u=http%3A%2F%2Fwww.poikkis.net%2Findex.php%3Ftopic%3D5032.0&act=url
It really works fine and produces with 2kw 240V Exmork with 3,8m blades. You can get 1-1,5kw easily with 5-7M/s winds and max power 3,6kw.
It will work with any 2-10kw windgenerator, with 200-300V nominal voltage.
In every place.
No batteries, no electronics, no anything else
JUST all the power to warm !
